Project Development Manager


The candidate will be responsible for origination and management of a portfolio of ground-mounted solar project development opportunities in renewable power development (RPD) in Italy and delivering these to final investment decision. The candidate will be able to create and manage new solar project opportunities in Italy and bring secured projects to notice-to-proceed (NTP) stage. She/he will manage external developers/advisors/partners – including negotiations and contract management – so that these options are delivered efficiently, on-time and with the required support from internal functions and business units, including finance, legal, technical, real estate, strategy, contracts and procurement, engineering, strategy, ethics and compliance, etc.

Key Responsibilities:

  • Progress greenfield opportunities in Shell’s development funnel;
  • Set and deliver on annual targets (in megawatts) and resources (in budget and personnel);
  • Explore and pursue opportunities to expand pipeline of projects with new partners;
  • Manage negotiation of existing and new project development agreements with partners;
  • Manage legal and technical due diligence process;
  • Manage inputs for economic modelling, including Capex, Opex, yield, grid costs, development costs, contracted revenue (e.g., PPA), power price, etc;
  • Gain support and implementation for key project decisions from investment committee;
  • Work with cross function teams, including legal, finance, engineering, asset management, etc;
  • Ensure partners comply with HSSE and ethics and other required compliance standards;
  • Monitor and report on the performance of opportunities to different internal audiences;
  • Deliver solar projects to NTP and meeting required economic hurdles;
  • Focus on the delivery of top project options in the portfolio;
  • Manage project portfolio to reduce pre-NTP feasex;
  • Manage interconnection and permitting process of projects;
  • Ensure proper project management for key projects by assuring that land, grid, permitting, local stakeholders, EPC and PPA are delivered on-time and on-budget;
  • Work with engineering managers and external advisors to ensure projects meet Shell’s technical standards;
  • Work closely with finance advisors to ensure projects meet Shell’s economic hurdles;
  • Support EPC manager to get individual projects from NTP and COD.

Relevant Experience:

  • 8 years’ experience in renewable power sector;
  • Track record in originating and managing new solar greenfield/brownfield project opportunities and related grid connection facilities in the Italian market (negotiating and concluding land lease agreements with landowners, managing interconnection and permitting process, coordinating site specifics with financial and technical colleagues and lead optimization);
  • Track record in originating and managing project development agreements with professional developers;
  • Track record in negotiating, developing and closing solar investment opportunities in the Italian market;
  • Track record in managing permitting process for solar projects in Italy towards regulatory authorities;
  • Experience with working with investment committees;
  • Familiarity with grid network and system operators in Italy and experience in managing interconnection process pursuant Grid Code;
  • Extensive network in the renewable power business (local and international developers, grid operators, off-takers, market analysts, legal and technical advisors);
  • Experience in managing legal and technical consultants, owners’ engineers and independent engineers;
  • Knowledge of the solar market in Italy, including competitive landscape and market rules;
  • Good understanding of project economics, Capex, Opex, value chain and project development;
  • Experience in developing, negotiating and closing solar PV deals with or without PPA/subsidy;
  • Knowledge of the electricity market in Italy.


  • University degree.

  • Speak fluent Italian and business English;
  • Commercial drive and motivation to build the business;
  • Proficient in writing business proposals, pitching business cases, and public speaking;
  • Ability to work collaboratively and lead effectively across multi-functional teams and interface with a wide range of stakeholders, based in various locations, whilst maintaining a high work level of work ethic;
  • Culturally sensitive and ability to build strong relationships with Shell, partners and stakeholders;
  • Ability to motivate working teams to drive performance improvement;
  • Can-do attitude; be a self-starter; patience and resilience;
  • Demonstrated ability in generating and closing deals in complex settings (large companies, multiple stakeholders),
  • Able to travel for work.
